Stacy Butler is a catastrophe operations architect and insurtech executive redefining how the insurance
industry prepares for and executes disaster response. As Executive Vice President of Catastrophe AI,
LLC™, she leads the development of the industry’s first AI-guided catastrophe execution platform—
embedding real-world field intelligence into structured, data-driven workflows that deliver consistency,
compliance, and clarity in the most complex claims environments.
With more than two decades of experience directing large-scale property catastrophe operations, Stacy
has built her career at the intersection of operational command, regulatory precision, and technologyenabled innovation. She is widely recognized as a leading authority in earthquake claims and catastrophe
management, launching Catastrophe AI first in earthquake - the most technically demanding property
peril - where expert logic is operationalized into scalable, adaptive workflows that protect carriers,
empower adjusters, and strengthen documentation integrity.
Prior to her current role, Stacy served as Vice President of Specialty Services at Ampion Group, where she
developed and led nationally recognized Earthquake Training and Specialty Claims Operations. She
continues to influence catastrophe response through training, operational strategy, and innovation
across the industry.
At Catastrophe AI, Stacy oversees platform development, catastrophe training architecture, and
specialty claims operations, ensuring technology mirrors real-world execution while driving automation,
enforcing compliance consistency, reducing litigation exposure, and enabling carriers to scale
catastrophe response without compromising quality or control.
A former U.S. Air Force Air Traffic Controller and Director of Catastrophe Operations for a global risk
organization, Stacy brings systems-based thinking, precision, and calm decision-making under pressure
to modern claims leadership. She holds a Bachelor of Science in Professional Aeronautics and multiple
industry certifications, including California Earthquake Claims Accreditation, Xactimate Level III
(Mastery), Xactware Affiliate Trainer designation, and P.L.A.N. certified Appraiser and Umpire.
A nationally recognized speaker and thought leader, Stacy presents on catastrophe execution, appraisal
strategy, and technology-enabled claims innovation. She is actively involved with CIERA, supporting
enhanced emergency response coordination for insurers and policyholders.
Through disciplined innovation, field-tested design, and AI integration, Stacy Butler is helping define the
